New Oil

Why can't the oil that some folks want to pipe clear down to Texas be taken care of up near the Canadian border. How about this thought, putting aside the potential for polluting several aquifers between there and the Texas refineries ,wouldn't it be more sensible to build a new improved oil refinery up closer to the oil. It would seem that a new refinery would better serve the broader economy, more than just pipe and more pipe such as newer valves and other fixtures to broaden  the scope of the out lay of the investment involved. It seems that it would go a long way to satisfy all out side interested party's such as environmentalist, economists, labor unions, etc. plus be more cost effective for transportation before and after the fact.                                                                                         Keyword; Economy, Politics.
